I don't think sex offenders (or anyone else) should be covered for Viagra in a public health insurance system either, and I think the Democrats were wrong to vote it down.

The reason Democrats were against it was because if they accepted ANY amendments, then this special deal they had brokered, which would pass with 50 votes. Suddenly would have to need 60 votes.
So Republicans were basically daring them to deny the amendment against it.

Also, Coburn did not offer this amendment on the floor or in committee in the year this bill was being debated. Had he done so I have no doubt it would have been adopted. All this did for the R's was to give them fodder for 30 second ads running up to the midterms.
The point is a Doctor would need to prescribe Viagra. Unless the Dr. knew the man was a sex offender, the guy could get it. Or if a Dr refused, a sex offender could get it anyway on the black market. Sex offenders are all about the power they have over their victim, not the amount of sex. A stupid waste of time to put an amendment in the bill. And would open the door for all kinds of other "can't have".

So let me understand the logic here: Prior sex offenders shouldnt be allowed the satisfaction of an artificially engorged penis, but the Democrats refuse to make this punishment a priority in their health care proposal because of cost issues. Really? Seriously?

That's the whole point of putting forward 100% support amendments. To drag down the bill in cost so that other core issues become jeopardized. Hatch just gave the American People the correct answer to why obstructionism and amendment saturation is so popular on the GOP side right now. That's one of the few tactics they have left to try and compromise this HC legislation before it goes back to the house for a conf vote.

It's not about cost.
If the Senate makes any amendments to the legislation, it has to go back to the House.
There's no way the Dems are going to send the bill back to the floor for another vote. Thus, they cannot vote yes on any new amendments.
The repiglicans know this and it's why they are introducing hundreds of new amendments.
